[PER DESIGN] target signature modifier - does it work as designed?

I endgame calculation there is target signature modifier.
I run some test and got following:

Weapon RCS Modifier
AGM-84D 0.023 sqm -30%
AGM-65F 0.0081 sqm -30%
UGM-109B 0.13 sqm -24%
SS-N-19 0.25 sqm -12%
SS-N-12 0.46 sqm -7%

Plane RCS Modifier
F-35A 0.0085 sqm 0
F-22A 0.0052 sqm 0
B-52G 100 sqm 0

(front RCS, worst if different for different bands)

So, it look like this modifier is for some reason not applied to AC, even if AC has RCS smaller than some missiles. Should it work this way? By the way, the same is true for target speed modifier - I haven't seen it applied to plane, even if plane is much faster than some missiles. Is this correct?
In case it is necessary I can provide sample scens.

I'm not a developer, and will gladly concede if the developers answer differently, but as I've had the game for a while, the reason for missile signatures is because in earlier builds, non-maneuvering missiles were answered by the defender's full hit-chance, while planes could evade. This stacked the deck in favor of the defender in missile engagements, and the signature element was added to make the missiles harder to hit, since they couldn't evade.

I am not arguing planes are to easy to hit. Just wondering if it works as designed. And what about planes that both can evade, and have very small RCS, or are very fast? Anyway, only devs can tell.

The missile modifiers are the only modifier applied, so the speed and RCS affect the to hit chance.
For aircraft it differs in as much as the to hit depends on fatcors such as their evasion (when/ whether they detected, and how agile), ECM, Chaff and so forth.

The comparison isn't really like with like.

Well, tech support is not exactly right place for such discussion, but... if plane haven't detected missile and is not evading how it is different from missile? It could have DECM - some SSM have them too. It could have chaffs - well, they are accounted for - good question should they work if incoming missile is undetected. So where is this difference negating low RCS impact? And if low RCS should work for straight traveling plane why should it be not applicable for evading one?
