I can sorta see for naval combat why the person flying the planes in gets to choose what gets hit by AA fire, doesn't seem to make any sense for ground.

That being said in either case, the wording clearly states 'may' be destroyed, not a must. When you have more than 10 pts you can only destroy something, the may option never applies.

IN wif it is always owners choice. with a few exceptions.

and the MAY only indicate that he have options, you must pick one or more casualty

Sure the "may" is there, but it means you may choose one of three choices:
(a) destroy 1 land-based bomber; or
(b) destroy 2 carrier planes; or
(c) destroy 1 carrier plane and abort 1 land-based bomber.

(d) Aborting an LBA and reducing bomb factors by 5 or (e) reducing bomb factors by 10 - are two choices you do not get to consider. There are times when a result of 9 is better than a result of 10. C'est la guerre.

My point exactly. He put a cruddy 1 point carrier plane into the mix. I rolled a total of 14. I would have rather reduced his support to near zero, instead because i was forced to nuke the cp and abort another I only reduced him by 7. The only reason the cp was in the mix was exactly to die to aa fire. While I know there are a bit of 'gamey' things happening in the the round every now and again this seems blatantly obvious of an abuse of the system.
