How to reproduce
Open attached save
Select sub
F2
Observe that all speed options are selectable
Select a torpedo (without closing the throttle window)
Observe that Stop, Creep and Throttle are disabled (this is correct)
Select the sub again (without closing the throttle window)
Observe that Creep is now disabled (bug)

Just tried 552, and it's not happening there.
