I split an air unit and separated across three CVEs. One of the CVEs was sunk losing the attached split air unit. Now I cannot re-form the remaining two pieces of the unit. Is there a way to do this that I am not aware of?

To my knowledge no. You will have to withdraw/disband them. Have you checked if you can "buy back" the lost fragment? If you can you should be able to re form the unit once the fragment reappears. It will take 90-120 days though.
