My empire has 2 different types of large spaceport and they seem to be at the same current level.

Everything is the same. The size, shield firepower and everything else except the number of fighter bays and fuel.

Here are the 2 Large spaceports which you can see have different numbers of fighters but both have design designation of LSP-25. And both can't be upgraded by looking at the message (Already Lastest Design) which means both are usable.

The problem is that the AI empires are using the default settings and is not using the modded design templates in my mod.
