Hi all. Loving the game and have some questions. I have read the manual but perhaps I missed these when reading.

Playing as EE and have a GHQ and a couple of armies. When I click on the GHQ, the two army stacks are blinking red. I thought maybe that meant they are out of range of the GHQ, but one of them appears to be in range when I click the GHQ and hold shift. Although it is right near the edge. What does the blinky red signify?

Generals have a rating such as 3-2-1. What do those numbers indicate? I'm sure I must have missed that one. [Edit: it's their strategic, offence and defence rating.]

I find the replacement pool confusing (seen when F2 is pressed). The tooltips talk about a number of hits when hovering over the top number, the available number in bottom left and number ordered in parentheses. It suggests that I should have 10% of the number of elements that use the item in the pool (or words to that effect). How do I know that number? It's not just 10% of the top number right?

I believe blinking just means those units are attached to your GHQ

Not sure on the replacements question, still on the learning curve too :)

There's an option to let the computer handle ordering replacements. I find it easier than the micromanagement it otherwise calls for.

If it says 10%, yes, it means 1/10th of the number above. In many of their games it has been 1 replacement for 3 hits. I'm glad I read this, I've been buying too many replacements!!
