Hope it can help.

EDIT: Hell, possibly not anymore, since I reloaded the phase just before and possibly advanced too far to check again.

This save sure has the same bug.

This game gave an error message, however, it seems to load quite OK on my computer. I was able to select the next sea area for naval combat normally...

Same with this one. It looks like the error message is related to the one above, but it isn't game stopping, I believe.

Simply have patience, since loading times are long (probably due to the long supply calculation time needed).

Yes, but this nevertheless points to a problem within the code.
