When building a Port at a base with an SPS of 0, the % completion is a little off.

The second digit is being cut off, for lack of a better word. Normally, the % completed is expressed as a two digit number.

In this case, it's a one digit number, dividing by 10 rather than 100.

So if you are 0-9% complete, it will say 0% complete.
10-19% complete, 1% complete.
20-29% complete, 2% complete.
And so on and so forth.

Like I said, a minor bug. Once I figured out what it was doing, I stopped being amazed that it took my engineers forever to get to 9% and then overnight they zoomed to 100%!

I always thought it was me and didn't bother with those bases figuring that they fell into the same catagory as the SPS 0 airfields, simply taking FOREVER to grow!

Just a reminder, this is still an issue in 2.3.

Not a big bug, but one I'd think would be pretty easy to fix.
