Is there a way to refuel ships to far from a base?

You can only refuel at a colony base, or a deployed resupply ship. It depends on them having fuel in store, of course. Apart from your own stuff, you can also refuel at independents (likely to be pirate infested), or the colonies and bases of empires you have military refueling rights at.

If you want to do stuff "far away", a resupply ship is your best bet. You can of course also build a gas mine or some fortified, gas mining star base, or whatever.
