I was experimenting with building a scenario. I wanted to set some hexes to have rail damage. The hot key list shows d as the key to hit to damage rail ... but hitting d brings up the air doctrine screen. I tried d, D, ctrl-D, alt-D - none worked. What key does this?

I figured it out - you have to be in fail mode where it shows what hexes are damaged for the d to work.

All scenarios from "early war", thats up to at least summer-42,
the rails from Armjansk-Cherson (near Krim), Kisljar-Astrachan(in the east part of the map)
and Kopyl/Kleck-Baranowitschi ( on rail from Slutsk-Baranowitschi)
should be "damaged" as a substitute for not yet built and functional.
These are the main examples.
