Globl War, V.1.2.1.5, all available Opitonal Rules ON:

(Having mutteringly retrieved the game from the trash can again) we are stumbling over the next riddle and come to the first prize question of the week:

Why can the USSR 51st INF not declare combat on the GER LI INF (I suppose that's not some brothers in arms effect because of both havinge the same unit number designation)?

Should be possible if the unit is adjacent, same hex as the RU 3rd MECH perhaps? You seem to have it in the hand in the screenshot.

Are Germany and the Soviet Union at war or are these German "peacekeepers" in a Winter War.

If the latter this is a known bug - you cannot attack stacks of peacekeepers unless they are stacked with the minor

Yes, that is correct. It is stacked with the USSR 53 MEC and tries to attack from that same hex.

Germany and USSR are not at war. Only USSR and Finland are. So you appear to be the winner of the prize.

Peacekeepers dont work correctly. This has been reported multiple times for Axis peacekeepers in Finland and Rumania.
