Hello, I cannot move the soviets units on the finnish front or those in the south on the rumanian border? Is this a bug? In either Barbarossa or 1941-45 campaign, first turns.

They are frozen by design for a turn or two.

They are frozen for the first few turns depending on Axis actions.
