If you set TOE at 100% units will keep taking replacements over 100%, 120%+ not sure if it ever stops.

GHC side after you mobilize units.

Same bug as with WitE back in the day or this WAD or some other issue?

No save needed does it 1943-1945 campaign HvH or AI vs H

Are they taking replacements, or have they shifted to a different TOE that makes them overstrength (this happens in 1943 fairly early in the game when the Germans shift TOEs).

The replacement routine should not bring in more men to elements that are already overstrength. I will need a save from someone if you see the elements going up and passing 100% (as opposed to the TOE changing).

Fun way to get around garrison levels.

You can get several extra CV per division freeing up more CV for other areas.

Not sure if this helps, but can u see the 125/125 over the 100 setting?

Hope that helps. There are a bunch, if I set max at 99 it stops at 99.

set at 100 it never stops or has not so far.

A save game is required to actually see what is happening with the code.

Saves help, but in this case it's as I described. This unit starts as a 43 Static Division and shifts to a 44b infantry division in the fall of 43. In doing so it has extra troops. I doubt it's getting any replacements, but it may stay over strength.

Unit should not get replacements unless it has some equipment falling below 100% component TOE. So if a 150mm infanty gun is lost it will be replaced sooner or later (50% component TOE) even if the whole unit TOE is at 125%.

The bolded part is not working. If total TOE is over 100% then no replacements are taken at all, even if component TOE is 0%.

Do you have a save with this happening to one or more units?

I have to qualify my statement, it is happening, but agonizingly slowly. An easy way to check is all the divisions that start in the West and convert to 44a configuration on turn 10, these should receive:

9x 37mm AA
24x 12cm mortars
10x Stugs

30 turns later some have a few AA guns, 1-2 stugs and that's it.

Some examples:

716th Inf Div
371st Inf Div
263rd Inf Div
76th Inf Div
344th Inf Div
708th Inf Div
715th Inf Div
94th Inf Div

While these are of course not first in line for replacements, something should filter through in 30 odd turns and I don't understand why AA seems to filter through in some cases but no mortars (stugs obviously depend on the stug pools).

I also had a division sitting on a NSS on refit for quite a few turns without anything happening, but that I suspect has to do with replacement priorities not working as documented mentioned here:
