Well landing troops on any of the Kurile Islands trigger receipt of free troops for Japan?

What about Hokkaido?

100 Japan (excluding Kuriles/Ryukyus/Izu Islands)

That did the trick, thanks!

It seems Hokkaido is 100, and the northern-most Kurile is also, otherwise seems the Kurile Islands are free game!
