Italy joined the Central Powers, RR movement within the country is as fast as land movement. It takes 76 days by RR to move a unit from Rome to the border with France. The same with movement within T
Turkey. RR path finding is also off. I have to manually plot RR movement in some cases, if done automatically, the computer plots a combo of land and RR spaces increasing move time.
Its a bit silly for one inf. unit to take 76 days to go from Rome to the French border.
Isolated enemy units are still getting supplies and reinforcements.

With the new game engine, you may need to plot region by region the rail movement. But I have also noticed that what appears to be a region for travel is not.
I have not noticed isolated units getting supplies. Are these, perhaps still within supply range?
