If there are not the full set of planes, that upgrade path is stuck, and you are out of luck. If you have the SBD-1s in other squadrons, you will need to either get those squadrons upgraded or withdraw/disband the other squadrons to get the planes to the pool. You may want to consider pulling the squadrons out of front-line combat to ensure that you don't lose too many in combat, thus falling below the 18 availability. "Upgrades" to older models doesn't happen often, but it can happen with other squadrons as well. Monitor your pool levels to avoid running down pool levels below the minimums, and don't simply "run out" your supply of old airframes. I have a similar game going right now, and I'm in this situation with my bomber squadrons. On the upside, as the Allies, if you can't use this squadron, by mid-1943 you will have enough assets that you will likely not even miss this one!
