Using certain slots in the editor

Toying with the editor.
When i use slots 1840-2000 for air groups everything is working fine but when i use slots 2115, 2000 or 3000 those air groups won't build to full strength in the editor or when running the game they build up but reset to 0 again at certain stages each turn.
Also when you click on 9900-9930 in the unit tab the editor jumps straight to 'pick a ground element'

Are there certain slots that we supposedly not should use?

This one sounds as a bug.

There are some reserved slots for the units, but they are located a the very bottom (aprox. 100 last slots).
