Is it possible to create naval counters and scenarios with this game?

The base game has naval forces.

All of ATG has a naval element. You need a coastal city in a random game that coastal city can produce naval units, in the Random game these are generic naval units BB CA DD etc they are upgradeable like the land and air units. The mods go further in that they can create the Bismark or trireme or any other historical naval unit depending on the era being modded, many existing mods have large naval elements GD1938 a 2nd World War simulation has a large naval element as you would expect, ATG has a excellent and workable set of naval rules.

The problem is the AI does not adequately use nor build naval forces. And it does not know how to use Carriers with aircraft.

Thanks. I am really not looking for the ai to do anything. I want to be able to create ships of my own design. Sounds like it could work.
