Yeah so my scenario opens with a massive Scud SSM barrage. They aren't "barraging".

I'm using Build 674. They are not assigned to a mission. Side Doctrine is Weapons Free for Land Targets. I'm guessing this is a WRA thing, but can't seem to find settings to make them launch at the scenario's beginning. Any ideas?

I think Scuds take a long time to reload and program for a target. I seem to remember that from my readings about the Gulf War.

Have you set "engage opportunity targets" to on? If you haven't, then "weapons free" only means they'll fire at non-hostile targets in the context of a mission.

They also need IDed targets. I made that mistake in my first missile scenario.

Quick test and I am able to generate Scud firing by putting them on a land strike mission without any targets and Pre-planned targets (in target list) only unchecked, WCS free against land contacts. Engage opportunity targets is not required in this case.

Only thing that you have to tweak in WRA is how many they fire at once. Default is 1 round per target so they will launch 1 for each target, wait for result, then fire 1 again if target is still alive. If you up this value to 5 or 8 or something they will start firing more. Dont up it to ALL or they might launch hundreds against the same target and leave others.

Make sense?

Just for reference you can load attached scenario I made and see it in action.

Mike, in my opinion there is no issue.
