Only one copy of any given wonder can exist in the galaxy at any given time, and some other empire has already built the Holographic Network. It says so in the screenshot of the research screen you posted.

If you want to figure out who built it, you'll need to dig through the message log. If you want to gain the benefits of the wonder, you'll need to take the world upon which it was built (probably, though not definitely, the homeworld of whichever empire built it), and if you want to gain its benefits at some location other than where the wonder currently is, you'll need to destroy it after taking the world upon which it was built and then order its construction elsewhere.
