Why are independent races the same as the empire races?

I think it would be more interesting if the independent races at start of a new game are different to the empire races. I thought I could change the race of every independent race in the game editor but there is no list for this so it is only possible by spending a lot of time.

Does anyone know a solution maybe by modding a file that all independent race has to be different to the empire races?!

The thing of independent races I find best at GalCivII but Distant worlds is so much better/greater than any other 4x game.

You can kind of do it via modding, yeah. If you open up the race file for a particular race, look for this keyword:

CanBeNormalEmpire : This controls whether or not the race can start the game as a major empire.

If you set that to N, then they can only start as a minor independent race. I don't see a keyword to disable a race from being an independent though, so you will still get minor race versions of your major races.

I disable quite a few races from being allowed to start as full empires, but I turn on the toggle to allow the minor races to graduate into full empires. Interestingly, in my current game, a minor human race became a full empire, discovered Way of Darkness, and is now the most powerful race in the galaxy and head of one of the two main "evil" coalitions!

THX it helps a bit.
My problem refers especially to the prewarp era.
Edit: Looked in all race files of Beyond mod and every race can start as an empire - so your tip helps me a lot . Now I will see which races are predestined to be independent races only.

I have now:
- Attuck
- Ketarov
- Lemeresh
- Lipid returned to NormalEmpire
- Paratis
- Phearax
- Shandar
- Teekan
- Ugnari
- Wekkarus
- Zadaj

All races except Ancient Guardians and Shakturi can be player empires/AI empires.

As the story plays out, you learn that all the races in game were once large, galaxy sprawling empires. The 'Independent' races you find are actually ancient colonies that became cut off in the distant past. Hence why all the independents in any given game will match up with the empires that are in your game.

You have right (in regard to original races) but I find it boring. I will try a pirate game with my changes.

Actually, I routinely disable some races from being empires, but they still often show up as independents.

Pretty sure what the op is asking for is for independents to also include races not currently selected as starting empires.

However I think this is covered with the random colony ships and cryo chamber exploration events so you can get races other than the starting empires that way.

Well, I thought I was explaining why they don't show up in every game. Maybe I did a bad job of it. I often do.
