My base point is: Axis: Morale 100 Fort 90 Logistics 90 Transport 90 Admin 400 Soviet Morale 110 Fort 120 Logistics 110 Transport 110 Admin 120 Admin Disclaimer: I do not use HQ Buildup versus the AI in 1941, I do not do Factory Raiding either. The AI is terribly poor at garrisoning 'rear area' cities, and it is not capable of really understanding how deep HQ Buildup can enable the Germans to go, so it doesn't retreat optimally (I've destroyed virtually the entire Red Army between Lodynoe Pole defending Leningrad and between Bryansk-Kharkov because it can't manage to understand the rail network threat to units defending therein). So when I set my Admin to 400, what it is really enabling is optimization of the German forces. I can manage Romanians in 11th Army, I can manage Army Group South, I can get all of the SUs out off VIII Corps (9th Army AGC), I can get rid of the Rating 4 and 5 Corps Commanders, and I can put the Leadership where I want it to be. You'd be surprised even with Admin 400 how long it takes to optimize what you have in 41. This optimization creates the best gaming experience for my money. Good luck getting a human player to give you that, or even half that, because they would fear HQBU spam. I could probably push the Transport level down for Germany here. I could probably move Soviet Morale up to at least 115, maybe 120. In point of fact, when you play the AI, you can change all settings on a turn by turn basis. I turn up the Soviets in 1942. I turn up Soviet morale to 120 and German down to 95 during the Blizzard of 41 (and I use mild blizzard effects, see next). I use 1:1 equals 2:1 from Turn 1 until March 42, and then I turn it off forever. I also do not spam Forts for realism/playability's sake. The excess Admin can make one Greedy, but you really need to be realistic. Attached is a picture of my Moscow front on the first turn of December 1941. Even under mild Blizzard conditions, I'm kinda screwed. In the North, all of my best 18th and 16th army infantry are going to be caught out in the winter at least two turns. I only have 8 (EIGHT!) infantry divisions with morale of 86 or above, and a couple of those are going to get caught in the open as they try to get out of the swamps of the AGN area. I really am going to take a beating in the winter especially because of the absence of forts. And I'm going to have to give up ground as a result. Soviet manpower is a tick under 5 million. German is at 3,336,000. The morale situation for 1942 will make my job tough, and if I can't defeat in 1942, I have to settle in for the long haul (at which point I will probably have to increase Soviet ratings again, else just start a new game).
