How is the OOB customized for the sandbox campaign? Whenever I select this mode of play, I get 2 random division level formations. Is there a way to play this way with the full Waterloo OOB?

Yep - if you want to play as the allies, use the standard OOBs and pick wellington. If you want to play as the french, activate the 'full french' mod and select Napoleon from the new OOB.

How can I detach a corps/division in sandbox campaign? I managed to move Napoleon, but right/left clicking doesn't open the OOB Tree.

All the units must be close to each other for you to be able to detach/attach. And they also must be in a town.

When you right lick Napoleon, you'll see the OOB tree. You click which unit you want to detach, click the Detach button and they will form a separate force.
