It does not appear that SOSUS is able to detect snorkeling submarines. It should be; see, e.g., http://www.navy.mil/navydata/cno/n87/usw/issue_25/sosus2.htm.

In the attached test scenario there are several snorkeling diesel submarines present, none of which are detected by the SOSUS arrays.

Interestingly, if I send them deep so they are running electrically rather than on diesels they are detected by SOSUS. Not sure if that is right either but I have no data to back that up.
