This is a question for tech support primarily?

In the last major update that I've been using. I have found that there is no longer the option to transfer
experienced pilots to the training command.

I've noticed that this version, which was just recently released seems to be geared to restricting us from
doing anything other than reliving history on the Japanese side.

If you're going to make the game so restrictive that we can only relive the mistakes as Japanese, what is the point
of playing the game? I have no interest in doing exactly what the Japanese did, I want to experiment.

What version of the game are you running?
I can do what you describe and I am running 1.17.1123x9.

So I guess that means you will never play the Allied side?

The Allied side is ALL about living with historical restrictions.

Nothing was changed in regard to transferring pilots with at least 81 experience to TRACOM.

You also might want to learn to ask what you might be doing wrong before presuming a change was made to screw you.

Nice bit of avoiding the point which was BTW "taking him to task for childish whining" likely over the inability to invade Mars.

Nice bit of avoiding to concede that unhistorical advantages are not limited to the Japanese side. The op is not asking to invade Mars, he is asking for some leeway which at least give some motivation to play the Japanese side - but in the end will not change the predefined result that Japan will get stomped, players of equal skill provided. You have a long history of criticising any JFBs ahistorical benefit while overlooking the same Allied benefits - that's whining as well, no?

Of course it is. At least I am adult about admitting it.

And my "long history" clearly documents that whining to be over the completely UNEQUAL DEGREE with which the two sides are unfettered from historical restrictions.

We all know which side gets the 'free pass' when compared to the other side.

Actually, I believe that has been acknowledged in certain mods. And the torpedo shortage was attempted to be overcome in real life with the use of mining missions, which is restricted in game. And the torpedo hit/dud rate also is open to discussion. Japanese subs are FAR more efficient in the early days of the war than allied subs ever will be.

It all appears to be perspective

Of course there are issues, no one is denying this, and some mods try to address this (I try myself in my mod). But there are issues on both sides and I just get bugged by AFBs like Hans who react violently to any percieved or real advantage the Japanese side may have while claiming that the Allies are oh-so-bound to history - which is not true, as there are issues on the Allied side as well. Furthermore, it is whining for something that in the end does not make a difference - the Allies usually win the game, period. The op just asked about transferring pilots to TRACOM (which the Allies can do as well, so I do not see anything that warrants AFB whining), not about invading Mars - so I simply find Hans' reaction annoyingly exaggerated, here and at other occasions. I fully agree with the op - if Japan would be bound to commit the same errors in the game as it did IRL, there would be little motivation for a Japanese player to even try to do better, the game would be limited to Allies vs AI. To have some leeway for own decisions does not mean Japan should be able to conquer Mars - and I do not believe that the majority of Japanese players is asking for or trying this (and those who do mostly get stomped by the Allies nevertheless). 'nough said.
