hypothetically, if i have 27 Zeros and they belong to the 3rd Air Division, but they are on an airfield that is commanded by the 21st Air Flotilla, and the 21st Air Flotilla is a subordinate group of the 3rd Air Division - will the Zeros benefit from the 21st as if it was the 3rd re reinforcements?

re reinforcements it does not matter. Air HQ is an Air HQ. Thus if all requirements are met, you can draw replacement aircraft...
Requirements being Airfield size, (Air HQ helps), supplies, days from last draw, enough planes in the pools.

blimey, thatll save a few thousand logistic miles

what then is the purpose of the airgroup parents and subordinates?

If air units are assigned to the same hq and within range of that hq the have a better chance of coordinating their missions.

Not so quick. Read s.16.2 of the manual. There are consequences resulting from an Air HQ OOB.

Land bases are not normally under the "control" of an Air HQ so I don't know what the OP is actually saying is the actual factual situation.

@ Skyros: Works sometimes also without HQ - just got a nice package from 2 airfields in China, set them all to the same height, target and mission... eg. do not mix ground and port strike. Remember the Allies later in the war can do that too with better leaders and exp.

Each step you mention increases the odds of coordination, I found that having the air units assigned to the same hq helps the most. There is a sticky thread on air coordination that is good to read.
