I think someone infused Nitrous Oxide (Laughing Gas) along with the Helium!

They didn't have to get drunk to laugh uncontrollably. That's some strong helium!

This would be an awesome prank to pull at an event like a big wedding. Serve this to everyone during the toast (might need to use champagne) and film the hilarious reactions of the unsuspecting crowd, would be a classic for sure.
