If you load attached file and go thru to production everything fine.

If you do Axis scrap destroyed and save at start Allied scrap destroyed it is fine.

If you go thru Allied scrap destroyed and save it at China production star, quit game, then reload. The game starts with Germany with 5 BP.

Obviously not a big problem but annoying. My email opponent and I have seen this with him using Win 8 and me 7. It does it now with us both using 10. Bug repeats on reload of same computer.
