Just played the Annaba Constant 1960 scenario and started off good, hunting for egyptian merchants supplying algerian rebels playing as the french. I came across an algerian commercial trawler which was determined hostile which i sank, and it was escorted by an egyptian MCM. The MCM has a 102mm gun with 4nm range. I delivered heavy damage to the algerian vessel but wasnt sure if it was sinking. Decided i'd enter the engagement envelope of the egyptian MCM just to get in closer to finish off the algerian vessel, and i did but got shot at and received a slight bit of damage to both my frigate and destroyer. Nothing much.

Decided not to engage the MCM as i had to hunt for these egyptian merchants. At this point i had my ships hunt down and declare skunks picked up by ESM, most were neutral fishing boats. At this point decided to launch a bomber i had in a Corsican AB to destroy the egyptian MCM and it did- with 127mm rockets, nice.

Turned our attention to what was the original actual target according to intel: the tunisian port of Tabarka where the merchants were headed. Had my bomber (a neptune) do a fly by down there and picked up what turned out to be an egyptian destroyer escorting the 2 merchants i'd been looking for, bingo. So my bomber delivers medium damage to one merchant with his 16 500lb GPB's (most missed) and strafed with 20mm guns. He RTB'd then i decided well my ships outnumber the egyptian destroyer, even though it had a better main gun with slightly longer range. I decided to just go for it and had both ships engage.

Now all the MCM had was 1x102mm gun with 4nm range, 1x20mm gun and 2x7.62mm MG's and it engaged both my ships, inflicting 0.6% damage on the destroyer and 1.7% damage on the frigate.
The egyptian destroyer had 4x114mm guns with 10nm range and 4x40mm guns. The best guns i had was on the destroyer which was 2x105mm guns.
But the egyptian destroyer never engaged. Didnt fire a single shot at my ships as my ships pounded it to the bottom of the ocean. All it seemed to do was circle round and round whilst i pounded it....any explanation for that? i expected this destroyer to put up and epic battle. I expected one of my ships to be badly damaged or sunk but not a single shot was fired by the enemy destroyer.

Why?

A few things could be happening. It's possible he didn't detect your ships or perhaps their locations weren't precise enough for effective gunfire direction.

Or perhaps you disabled the destroyer's guns early in the fight before they had a chance to get into action?

You can go into the editor to see what's going on from the other side's perspective.

Finally, if you think it is a glitch you can post a save file here and the devs/members of the community are very good about looking at it and resolving the issue.

As soon as my ships entered its surface radar range it started to turn off its original course so i know it detected my ships, and we were head on at the initial engagement bearing in mind that he has a slight range advantage but didnt fire.
Another weird thing that happened was AI aircraft in this scenario- the algerians had a vampire and meteor- both intercepted and continuously flew over one of my ships and at one point my ship started engaging it with gunfire and they both still circled above, without dropping bombs or firing anything else. Eventually after many rounds fired by a ship a burst of 57mm hit (think same happened for both) and they were shot down. Both done exactly the same...its like they're seeing how long they can circle above for before getting shot down, its stupid.

Below is the only save i made of the scenario, and think its quite near the start.

The planes aren't attacking because the mission is set for not using guns and that is all the planes have available. Because its a surface patrol, they will go to the contact and maintain contact.

It also looks to me like the you or someone changed something in the missions for Egypt's Convoy mission. In your save, two cargo planes are assigned. In the orginal, the actual convoy is assigned. Something got screwed up there. I am also not sure the scenario designer should use the support mission for the convoy. The escort might not engage under that mission type because the mission's ROE forbids opportunity fire.

Can I suggest you turn on autosave. You seem to have some issues understanding the game and it makes it a lot easier to look at the specific times you are seeing the issues.

This really sounds like a scenario design issue and not AI.

No more using stupid in the subject line either or its off to ban city with you. This isn't necessary to get us to look at stuff. Fact makes us want to ignore it.

It also appears you haven't been playing long. I would suggest going through the manual, the FAQ, the various tutorial videos at baloogan's site, and some of the stickied threads. Those should get you to a point where some of the basic ROE and mission things you are seeing will become more clear.

Thanks for your replies, apologies again for the stupid remark and no disrespect intended its just i was frustrated at why such a powerful destroyer didnt fire a single shot back. So it must be a scen design issue by the scenario author (for the algerian aircraft and the egyptian destroyer).

Lucky on my part in that scen that my bomber wasnt intercepted as my two escorts reached bingo fuel at only half way to the AO and had to RTB. My fault as i could and should have done two things. First would have been to remove the missiles in loadout so less fuel usage, and second should have used them to set up a TARCAP in between the enemy AB and where my bomber was striking, so that they flew at optimum alt and speed on the way to the station area (to save fuel). As escorts they had to fly at the alt my bomber was at- 500 feet (bombers loadout profile was Lo-Lo-Lo and had loads and loads of fuel).

I have read through some parts of the manual, read through all the FAQ and read the article on aircraft sortie rates, also watched all of baloogans' tutorials.

Next scen i'll take on will be Air battle over Berat Kocuve between north and south albania.

I would re-read the various sections on ROE and editing. Knowing a little about how scenarios are built helps a lot when you have questions about what the AI is doing in a scenario.

Would not say it was the AI , rather the scenario designer made some mistakes, have had very few similar accident's and it always comes down to a little mistakes made by the designers.The AI in this simulator is a true beast.

Are all these community scenarios made my people who just play the game like me? or are the devs also making new scenarios that get added in to the new community scenario packs? or are the only dev made scenarios the ones we have in our standalone scen folders?

All community. They don't tend to bang on each other too hard though as recognize its a volunteer effort.

Devs are responsible for what's delivered with the games and dlc's (Northern Inferno)

Yea i wont criticize the guy who made Annaba Constant its still a good scenario, a good effort for us to enjoy.

cns..... Generally speaking… Most of the community developed scenarios.... The designers place them in the "mods and scenario" thread with the request for the community to beta test them… to see if they are feasible and function correctly… before being put into a "completed scenario" thread to be included in the next community scenario update package…. The designers are usually grateful and responsive to the beta testers for their involvement…
It's really a pretty good process and there are some really fine scenarios that have been designed by the CMANO Community....

There is one other outstanding features for me that greatly increases the pleasure of playing CMANO..... And that is to play in the scenario editor mode…
Where in if there are some details of the scenario that are really not too you're liking.... Let's say… In composition disposition loadouts.. etc etc.... You can simply change them right in the beginning… I pretty much only start the play in scenario editor mode..... Now how much cooler does it get then that …

Yes we have many amazingly fun community built scenarios by guys like Miguel and others but they can make mistakes like all of us, it all comes down to it like Mike says to be polite in the way you criticize things.
