I would sanity check your ssd health just in case by using whatever speed test tool came with it to reverify that current read write MB/s is within oem range. Also, while ssd used to mean great read/write speeds when they first came out, nowadays it is almost meaningless due to plethora of bargain ssd that have almost poluted the term ssd in terms of synonym to blazing speed. Nowadys, good read/write is 500MB/s but many SSDs have bargain versions at barely half that, with even worse sequential r/w for large files and sustained vs burst. I dont play much on 1400 star maps due to other issues re poor empire scale management and UI, but on 700 or 1000 10x10 or 15x15, even late game my save time is still reasonable ~6-7 sec using raid 0, 550MB/s read, 520MB/s write SSDs with platform OS offloaded to another dedicated SSD. The increase to save time is very noticable - fraction of second esely game to 600-700% increase in relative terms by late game, but in absolute terms the 6-7sec by late game is still manageable for auto 30 min saves. The only resource leak/limit issue i've seen game stutter to a halt on isnt saves but mass number of ships, state and private (10k+), retrofit. Game seems to have hard limit to how many resource calcs per ship refit it can do even when ram and processing cores are available. If your ssd health checks out, and controller speed isnt a bottleneck, then i would try revalidating the game cache if it is via steam, reinstall if not. 15 min or any duration measured in min instead of sec seems to be suggest some sort of corruption - os, drive, or game files
