Status: offline 		Not sure for countries other than Prussia as that is the only one I have played, but there is an option to exchange money for EPs. Also winning battles gives you EPs.

Status: offline 		got an answer at AGEOD no programmed controlled. Game adds points from time to time, according to Pocus.

I've seen it for France and Russia. Pretty sure all the playable countries can do it.
