Technically, you could declare war on all your neighbors and build a military station at the planet. That'll prevent colony ships from landing, at least until the station gets destroyed by a fleet or runs out of fuel. As far as productive suggestions go, tppytel's suggestion of finding a nearby world you can colonize and settling there to claim the system is a good one; if you have trouble finding a good colony location, remember that a low-quality colony can still claim an area, and while such a colony isn't great for your economy, just one or two are probably not going to tip your empire into an economic death spiral or anything like that, either (unless you were really, really close to that point anyways). Alternatively, you could find yourself a colony ship loaded with a species that can colonize desert planets; formerly-independent worlds are useful for that, or you might get lucky finding an appropriate 'abandoned' colony ship during exploration. There are some other ways to acquire Korrabia as a colony. You could, for example, order some ships to capture a colony ship belonging to an empire with an appropriate population type, though if this is done without a declaration of war it will damage your empire's reputation and anger the injured empire. You could more straightforwardly keep some loaded troop transports handy and wait for someone to colonize the planet, then invade shortly after the world is colonized, though if this is done without a declaration of war it will damage your empire's reputation and anger the injured empire. Be warned that the computer is willing to wage undeclared wars, though it will usually issue a formal declaration of war eventually if relations remain bad; if you go the invasion or piracy routes, you may need to be ready to fight for your new colony whether or not you receive formal notice.
