I have read, either in the manual and/or online about some bases getting a supply allotment.
But I can't find anything in the manual index or anything on the forum that uses that term.
How would I find out if bases get supply allotment's ?

See page 205 of the manual.

Like page 205 says, the base has to have two numbers, and the number to the right of the slash is the amount of supply allotment per turn. For an example, take a look as the Japanese in the Guadalcanal scenario at Truk which gets free supplies and fuel every turn.

To Alfred & Jonathan, I do not see anything in that section that talks about supply allotment.
To Jonathan, I don't understand what two numbers you're talking about, I see base coordinates and victory points but no / with two numbers. You mentioned the minigame of Guadalcanal, do supply allotment only apply to the primary base in those scenarios.

Open the base screen and look at the Supply Required/Actual - it will show the two numbers separated by a / .
My understanding is that the "required" figure is not daily but weekly - since small bases only get supply once a week but bigger bases can get supply daily.

EDIT: PS - I am not sure what you are picturing when you say "allotment". As Alfred said, supply is demand driven so it goes where it is being used or is in demand to fill the calculated weekly usage. If all the demands are met and there is still supply coming in, the AI will tend to stockpile at the biggest bases or those that have Command HQs. The smaller bases do not usually get much of the excess, just enough to fill their needs.

From page 205 of the manual.

» Supplies on hand (1728), Supplies Required (417) per day in order to function
at full efficiency, Fuel (200), and Fuel Requested (1500), which indicates how
much fuel this base is asking for in order to conduct normal operations. If
a slash and a second number follows
either of these values, the number to
the right of the slash is the number
of these items produced per day at this
base
.

The bit marked in bold is on point re allotment.

Some bases, particularly along the Burma road, have limitations on the amount that can be 'allotted' to them in any given supply movement cycle.

This may be what the OP is referring to.

Hmm, you may be correct Hans but no experienced player on the forum refers to that situation as one cannot allocate (as the word is defined in a dictionary and from ordinary usage) supply to bases; it being all done automatically. Whereas the OP specifically used the term "allotment" and that has been referred to by experienced players in the context of modding and in general play as referring to the second number after the slash.

Allotment, particular for shorter scenarios; see screenshot below.

Thanks Klink
that really clears it up. I now understand why as Japanese player in scenario one, there are no allotments that I could find.
The reason I ask the question was that I have more supplies coming into Saigon than can be produced regionally?
Maybe it's just a bug but at least now I know it's not an allotment so I'll just play the game as is.

Is the Southern Army unit still at Saigon? It is a Command HQ, which will attempt to draw at least 25,000 supplies to itself from places that are eligible to export supplies and in range to do so.

Since this is Saigon we're talking about, which is on the main Asian land mass, the supplies could really be coming from anywhere that can trace a valid supply route to Saigon. Anywhere in Thailand, Malaysia, or even up into China or Burma could be the source of these supplies. As a point of advice, you should move the Southern Army unit to somewhere that: 1) is within its command radius of an offensive target base, and 2) is a base that you want supplies to accumulate at. For similar reasons, you should really never move the General Defense unit out of Tokyo. I recall a situation where a player had moved it to Gifu and was hemorrhaging supplies every day due to spoilage...

Also, certain Chinese bases may give Japan a supply allotment if they are under Japanese control. I am fairly certain that Chungking gives me 400 per day, for example, even though I am controlling it as Japan. Maybe that's only given if the Allies control the base. I honestly forget the answer to that particular question.

As for the Burma road reference, the limit is on the "draw" of supply, rather than the allotment that the manual is referring to.

Unless this was patched out Section 15.6 says specifically that Chungking won't generate allotment supplies for Japan.

In our game, I see /(400).

The ()'s must mean that I don't get it, and that it's what the enemy would get. I think?

Yeah. I think it's parens in the accounting sense--a negative value. Allies don't see parens when they hold it.
