Status: offline 		I cut off a soviet army on turn 2 that is now centered in Windau. I have Riga. It is now first of Sept. 18th Army has art and planes and is doing little damage to about 3 div in the city. Are the Soviets still getting supply even though I have Riga?

Status: offline 		Yes they are still receiving supplies. You need to completely surround them with units and their ZOC on all sides.

Status: offline 		Ports can still receive supply over sea.

They can be nasty thorns in the side if not taken care of.
