cannot find it. Why do I get insufficient port capacity when I try to move my HQs toward Sicliy in the Husky scenario?

Thanks for any help - I've had the game since the very beginning and am just now really deciding to learn to play it.

Basically you're using too small a port.

In the unit (in your case HQ) details, look for transport cost. I "believe" if it says something like, say 26500, you'd need a port bigger than 26 to ship the unit through the port.

There could be 2 causes that I can think of:

1. Each port has a certain capacity it can use each turn for the loading and unloading of units. The larger the port, the more capacity. Damaged ports have less capacity. So it could be that the HQ you want to transport is too big for your remaining port capacity. When you click on the Naval Transport Mode icon (F3) the map will display the remaining capacity of each port; for example a port with a circled "5" has approximately 5000 transport capacity left. To find out how much transport capacity is required to sea transport your HQ right click on it and the Transport Cost will be displayed on the left hand side.

2. You may not have enough Sea Transport points left. While in Sea Transport Mode look at the box in the upper right portion of your screen (under the date). You will see a "T:# C:#" The number beside the "T" shows your remaining sea transport points. So a 10 means you have the capacity to sea transport units with a total sea transport cost of no more than 10,000.

The others have covered your question, but I'd add that attached support units add to that transport cost, so keep that in mind later when trying to get an HQ out of a small or damaged port.
Because of this Allied supreme HQs can get very large. If you have an HQ already overseas, but in a port, you can open your support units detail screen and re-assign it to the HQ overseas.

Have the parameters changed since they did the tutorial videos? The person in those videos seemed to have no trouble, and I did exactly the same things he did.

The temporary invasion ports do not have this limit. The tutorial is probably using one of them.

I think I might know what I did wrong. I used rail to move them.

Thank you all. I figured it out. I think I was messing myself up somehow railing the troops around. Or maybe they were still on trains and had to disembark? Either way, I played through the scenario. I need to get into this game a lot more.

Oh, my first play through on Normal difficulty as Allies. Stalemate, although I had slightly more points (about 20)
