I noticed that if i download my own scenarios from the workshop they obtain an old file name for some reason, i can't find any mention of the old save name in the actual scen file in notepad++ nor can i find it in-game in the editor which leaves me rather clueless as to what the actual reason is. It picks an old save name that hasn't been used for a long time while picking file name in the "publish" window.

That is indeed the build the game is set to and what was used.

Steam firstly downloads the workshop items to its own folder for Command (C:\Program Files (x86)\Steam\SteamApps\workshop\content\321410), which is copied to the Scenario folder when Command is running. Each folder under this directory is a workshop item.
Is the file name wrong in the folder for the scenario you downloaded?
