trying as Russia, finland doesn't do anything. latest official patch.

Hi rs99z28,

Finland is randomised as to it's actions. Sometimes it'll sit tight for some time, on other occasions it'll act aggressively.

It's designed this way to enhance replayability (Finland shouldn't launch an attack at the same time every game) and because the Finnish government was, in '41, unpredictable.

It wasn't under any obligation to help Germany and acted in it's own self interests.

Keep playing. They'll stir into life at some point. Or try attacking them.
