This is probably working as designed as rockets are unguided in-game but I just want to double check that I'm not doing anything wrong, and that Iron Dome & Beam is currently unable to target the Hamas weaponry they were designed for

What kind of rockets the hostile is using? A savefile would be helpful for a check.

Emsoy, I have an idea, since rockets doesn't count as units in CMANO, I wonder if you can make them more like a trackable targets like Vampire (guided missile) did?
