I'm not sure where you got the idea that you only require at least one oil point in production to build supply units. Rule 22.4.10 says They cost 3 build points and may only be built if all the resources consumed in producing these build points were oil. So, by my reading, if your production multiple is only .75, then you going to need 4 oil resources sent to 4 different factories to get those 3 build points you require (all generated from oil resources).
