hi, playing as the Soviets, Im wondering how exactly one uses the population of cities / light Urban to build forts, the manual is a bit unclear.

let's use Rostov (population 15) as an example. Im also know that the enemy must be within 10 / 15 hexes away for this feature to work (or was it 20 hexes? its something like that)

1 - do I need to place the HQ in the city hexe? so all units attached to that HQ will get help building its forts?

2 - must I placed a combat unit in the city, and therefor it helps build ALL forts with in a certain rage!?

please be very specific in explaining!!

They build automatically and there is no way to influence them. They just select some hexes around the city and increase fort there. So game on without looking at this. They will help somewhere...
