When you are prompted to enter the number of torpedoes at an HQ(1-20) what is the downside of asking for 20?

If you're US, something close to none. Whatever, I usually ask for sixty. You don't know how many times I've been in a position to sink stuff but didn't have the appropriate ammunition.

I typically load 5 units of 20 into the HQ and then go to the TOE setting and set it to maintain that 100 allotment.

ok, so you've bought some torps for your AirHQ, the # of torps should be 2 x what your airgroups need.
Then, tag your AirHQ's 'Show unit TOE' button, to be sure that the 'Torpedo Ordnance' number is the same as the number of torps that you bought.
MOST IMPORTANT - before you exit the AirHQ's screen, ensure that its lowest-left setting reads 'Replacements on'. If its replacements are off, it won't draw from available supply to replace its torp allotment.
Remember to set replacements ON, if you want the AirHQ to supply torps.

Another thing is, if you load an AirHQ to a Transport or Amphibious TF, it won't bring its alloted torps along, when it unloads at its destination. So it'll need to have its torp allotment re-set, when it unloads at its destination.

The only way you could have assumed you couldn't load more than 20 was because you didn't try.

Try everything. Learn first hand what the interface will and will not let you do.

Click every piece of yellow text to learn what it does.

The best way to learn this game is to wade in and try everything.

I was recently buying seed on the internet at a particular site. I saw some on "sale" and tried to change the quantity in the little box from one to some higher qty.. It wouldn't do it, WTF? Then I thought "I get it, it's on sale and only one per customer." Then I tried to order something else that was not "on sale" and it happened again. After quite some time I realized I had been using the numeric keypad and the "num lock" was off. As most of you probably know by now my brain is frequently in "numb lock".

When I first tried the Japanese campaign I made my changes to every base and squadron. then I moved on to trying
to figure out industry. To my horror I found that my experimental moves could not be undone!
That made me a little gun-shy
Experimenting is the normal way I learn games too.

I can't find the access area to address this ANYWHERE.

Just find an AIR HQ and look for the button that says "Torpedoes" or "Torpedo Stock", click on it and a pop-up box will open asking you to type in how many you want to give it (up to 20, but you can repeat the process to get more). Each torpedo costs 10 supply. Once the Air HQ has torpedoes in stock, any aircraft within the HQ range capable of carrying torpedoes can carry them on a mission.

Note that you do not need to have torpedoes at a base for the torpedo capable aircraft to train in torpedo attacks (Nav T).

Part of what BBfanboy said is particularly important to always have in mind. The torpedo supply is available to any base within the HQs command range. For example a TB sqd. on Peleliu can draw its torps from an HQ on Babeldaob. You only have so many of these HQs to deploy and this fact is vital to proper placement.

Another thing that is so easy to forget to explain is that only certain HQs can provide aerial torpedoes. Any port of sufficient size with sufficient supply can provide naval torpedoes to submarines and destroyers, and BB sized ammunition to BBs for that matter. Aerial torpedoes must be manually stockpiled. That goes for TB sqds. whether they are based on carriers or not. Thus the Nells that sank Force Z required an HQ with inventory on hand of aerial torpedoes.

*** I wrote something misleading here, very unusual for a gorn. CVs, CVLs and CVEs are in and of themselves HQs that can provide aerial torpedoes. Also it is not required that you order a carrier to inventory torpedoes. That is automatic but the carrier must reload at a port of sufficient size and with sufficient supply. And by that I mean generic supply. If there is enough generic supply, aerial torpedoes (to resupply carriers and aviation HQs only), 8" shells, 16" shells, AVgas and various other stuff (why don't we just call supply stuff?) magically appears.

*** I wish someone would fix the protocols of posting and editing posts so that entries did not run off to infinity to the right. As it is it is wise to hit "Enter" after every period (end of sentence). Going to full screen helps only an iddy biddy bit.

Another thing (of general interest) my email address is public knowledge, if not here it is: geoffel@aol.com If anyone who has used the initials JWE in the past would like to give relevant posts on anything, he could email me his proposed post and I could then either post it for him, refuse to post it, or more likely, edit the unnecessary inflammatory rhetoric out and post what's left. I know this process will be cumbersome and the posts placed in less than a timely fashion but I believe the person to whom I am referring is substantially committed and invested in this game and his insights into it are of substantial value. I'm hoping he reads the threads here, sees this, and either takes my offer or petitions someone he actually likes (if such a person exists, and I think there are a few) to do the same thing. If he chooses to accept my offer, he already knows I'm a gorn and my hide is nearly bulletproof, so this could actually work.
