Should routing broken units be able to claim victory location ownership?

I made a quick version of ASL T3 Ranger Stronghold. I played the Americans. I was getting hit pretty hard by the larger German force. The Americans hit pretty hard too, using 2 MMGs and some bazookas. One tank was knocked out. My force was dwindling. But some broken Germans routed behind my Rangers and took a number of victory locations! Security was tough with such a small force. Lesson learned.
