With one less resource traded to Germany the USSR can use 28 production points instead. 28x0,5+2=16 Since adding the extra resource to production does not increase the build points you can save one oil instead. And if the oil you save is on a railroad then you can transport it to any other city, or port, that is connected to that railroad and save it there.
