The entire Japanese surface fleet consists of the heavy cruiser Tone and 2 CPs. Japan uses the combine to get the entire IJN surface fleet at sea. The Tone and a CP in the China Sea and a CP, which was already at sea, in the Sea of Japan. Moving the Tone and CP into the China Sea reestablishes supply to the remaining Japanese forces in China. The IJN elects, understandably, not to try to initiate combat in either sea area.

One that lasts only a single round and results in the sinking of the Tone, leaving Japan with a surface fleet comprised of two CPs. On the up side for Japan, supply is reestablished to Canton and Hong Kong.
