What does the statement at the bottom of this screen mean exactly, "TF load safety factor 0 percent troop space and 9233 percent cargo space". Tried to find in manual but could not locate.

You have used up all of your troop space on that ship and have 0% excess. But because the planes you are loading do not take up any troop space and the combined troop capacity of the ships in the TF is also 0, it doesnt mean much. On the cargo side you have 93.3 times the cargo space required to load the units you have selected for loading.

Unless you select the load troops only switch, the remaining excess space will be loaded with supplies.

It is the "load safety factor" - basically a measurement of how much extra space there is.

9233 percent cargo space means that (roughly) only 1/93 of the ship is being used to carry the load you have assigned to it.

If you don't turn on "Load troops only", the ships will attempt to fill that space with supplies.

Be aware that when you cross load troops into cargo space, such as when using only xAKs to carry troops, you will always see red text stating that you don't have sufficient troop load capacity.

This can be disconcerting to newbies who don't understand that the text near the top stating that the unit is 100% loaded is what matters and the fact that you don't have adequate troop loading space doesn't matter.
