Status: offline 		I has happened to me a few times that the possibility of doing a HQBU, which was possible at the beginning of the turn, disappears not having moved the Corps HQ or the divisions attached to it.

What are the factors making this possible?

Status: offline 		Maybe not your case, but my most common scenario of strange undocumented "NO HQBU possible" is because of overloaded HQ with too much divisions in it.
