I just started a 43-45 campaign under 37 and I can see ALL the axis unit's on the map.
I have fow set for both sides.don't remember seeing this before but I could be wrong.
I can't see any details but is this correct?

Probably hidden flag have gone for some reason. In any case these units have 0 detection level, so technically they are invisible for the targeting routines and should "disappear" next logistical phase.
