The TOE system uses the reinforcement type in order to specify the units in a TOE template for a unit. Currently, this is done with the reinforcement type that is specified in the model concept. Consequently, all models based of that concept will have the same reinforcement type, and will be used in the TOE as version of that SFT. E.g., all your light tank models will be used by the TOE system interchangeably to fill a unit with light tank in it. That said, Vic has given me an extended version of ATG with many new events that impact SFTs that will allow for a much more flexible use of models. One event will allow you to change the reinforcement type for the unit. A complication is that for now is that it would use a model name or an existing SFT. I do have something of a beta based on my mod that has started using models. I took out tank destroyers and assault guns and implemented them with the alteration feature of the model system. I go further and use the alteration feature to create self-propelled artillery and AA, carrier fighters and dive bombers, and several types of special infantry. I am play-testing to check for bugs, and all the little things that need to be modified. In principle, it would be possible to build a version that uses nothing but models, but this would only be for human players, as the AI can't use the system.
