Looks like a video card or driver problem to me. Try changing the video resolution on your desktop and then change it back again.

I've got a bunch of goofy things happening on my computer lately. Who or what would block iexplorer from graphics hardware?
Google Chrome? This is the second time it happened and it took awhile for me to get a cursor back, open taskmanager, select iexplorer and kill it. Any ideas?

Just tried that, had no effect whatever. By the way, you may have noticed from my other post that like the cursor, my screenshot program ignores the yellow oscillating line.

Looks like a virus to me. Better post the question in the Tech Forum. That info on blocked graphics access is interesting.
If you prefer IE but also have Google Chrome installed, the conflict between them may be an issue. I would uninstall Google Chrome and make sure IE was set as the default browser. I am using Win 7 so I do not know if Win 10 handles these things in the same way.

Other silly things to consider:
1. Run whatever 'security' app you have installed
2. Defrag your machine (delete your caches [the browsers, the Win folders, that sort of thing])
3. If all else fails, revert to a previous image of the system/apps with El "Systemo Restoro Fabuloso"

Before resetting drivers or messing with the OS,

1) Disconnect your LAN cable
2) Reboot into a 'clean' OS. Does the problem persist?
3) CNTRL-ALT-Delete, check to make sure no applications other than Task Manager are running. If so, you have been had...
4) If not, go to Applications, ensure only system applications and applications under your login are running
5) Keep an eye on Network to ensure no application keeps trying to go active. If so, you have been had.
6) You are disconnected fron the LAN, so disable your AV program. Does that help?

From here on, it can get a little complicated

As a pure "Jeezus I may have been haxoored" you can go into Control Panel/System Protection, and try to restore from your previous load. Only do this while disconnected from your LAN. If that fixes it, run every AV option you can find before reconnecting the LAN cable.
