I have noticed that Berlin,Moscow,Washington and Rome are all major Capitals in the base game,but London and Paris for example are not,is this by design or an oversight?

Anyway using the editor I have made London,Paris,Madrid,Warsaw & Athens all major Capitals.

This is by design. Any country, even a Minor can have a Major Capital, it's just a resource type and bears no relation to whether or not a country is a Major.

Doing this throws off the MPP of the game.
